The GIFT-MENA Governance Working Papers are a series of articles and research papers on state-building and the civil service in the MENA region. The series complements the Network's knowledge exchange platform and seeks to strengthen cooperation ties among member institutions. It falls in line with the knowledge dissemination mission of the network, particularly in what relates to fostering dialogue on state modernization, encouraging the co-production of public policies, and documenting successful regional experiences.    

This issue no. 2 suggests a revision of the state's role in the Lebanese economy and argues that upon the achievement of public-private partnerships, it is then possible to seek the restructuring of the public administration and its division into planning and facilitating ministries, as well as into implementation agencies. In line with this vision, the transfer of contractual employees to the executive agencies should be included.

The GIFT-MENA Working Papers accepts a wide array of articles and papers that are related to the network's scope of work. All submissions for publication, as well as requests for usage rights can be communicated to publications@finance.gov.lb
