The GIFT-MENA Governance Working Papers are a series of articles and research papers on state-building and the civil service in the MENA region. The series complements the Network's knowledge exchange platform and seeks to strengthen cooperation ties among member institutions. It falls in line with the knowledge dissemination mission of the network, particularly in what relates to fostering dialogue on state modernization, encouraging the co-production of public policies, and documenting successful regional experiences.    

This article studies the process of administrative reform by using the cognitive approach to assess the evolution of the value system supporting the administrative reform process in the National Bank of Egypt. It assesses the evolution of the value system of the National Bank's employees between 2010 and 2014 using three sets of indicators: organizational values, vocabulary of change, and institutional culture.
