The GIFT-MENA Governance Working Papers are a series of articles and research papers on state-building and the civil service in the MENA region. The series complements the Network's knowledge exchange platform and seeks to strengthen cooperation ties among member institutions. It falls in line with the knowledge dissemination mission of the network, particularly in what relates to fostering dialogue on state modernization, encouraging the co-production of public policies, and documenting successful regional experiences.

Four articles are issued in August 2016 on the civil service and state building in MENA:

Issue no.1: The Civil Service in Morocco: Achievements, Constraints, Challenges and Future Prospects (Dr. Najat Zarrouk)

Issue no.2: A Perspective Concerning the Resolution of the Issue of Day-Workers, Contractuals Employees, and Wage Earners in the Lebanese Public Administration (Dr. Fares el-Zein)

Issue no.3: Evaluating the Development of the Value System Supporting the Administrative Reform Process of the Public Banking Sector in Egypt (Dr. Naglaa Fathy El-Desouky)

Issue no.4: The Reform of the Moroccan Retirement Fund System: A Study of the Causes of the Crisis and of the Reform Scenarios (Mr. Othman Mouden)
