7th Annual Conference of the GIFT-MENA Network

More than 150 ministers, policy makers, senior governments staff, directors of training schools and experts from 16 MENA countries, 11 regional and international organizations and 7 European institutions participated to the Seventh Annual Conference of the GIFT-MENA Network that was held in Paris, France, on October 13-14 2016, under the theme “Governance, Fragility and Sustainable Development".

The conference, organized jointly by the French Directorate General of Administration and Civil Service, the French Ministry of Foreign Affairs and Intrernational Development, Expertise France, the National Center for Territorial Civil Service, the Institut des Finances Basil Fuleihan of Lebanon – Secretariat of the Network, the Arab Planning Institute of Kuwait and the United Nations Economic and Social Commission for Western Asia, with the contribution of the French Agency for Development (AFD), the Organization for Economic and Social Development, the UN Division for Economic and Social Affairs, was a unique meeting time for actors of change in governments and development organizations operating in MENA countries, to discuss in depth issues of governance, state modernization, resilience, regional cooepration and partnerships for sustainable development.

A ministerial panel gathered ministers of civil service and administrative refom of Egypt, France, Ivory Coast, Lebanon, and Senegal. It was an occasion to tackle main issues and challenges facing public administration, state modernization and sustainable development in the MENA region. 

Conference discussions were also inspired by the latest challenges facing the MENA region as well by the data and recommendations of the 2030 development agenda. More than 25 international renowned speakers focused on what is currently needed to build the capacity to govern, to pave the way for restoring peace and growth in fragile environments, to keep pace with the increasing complexity of challenges facing public administration and to foster participative cooperation models.

The GIFT-MENA General Assembly was held on October 12, 2016, and gathered 51 directors of schools from 9 arab countries, as well as representatives of regional and international partner organizations. The General Assembly was a unique moment to expose the Network's achievements for the past 10 years, and to open dialogue and exchange among participants on the future of the Network. By the end of the meeting, the Declaration of Paris was ratified by members and a working group was formed to work on the design of an action plan for GIFT-MENA, highlighting the strategic orientations and proposed activities for the coming period.
